News about e-invoicing in 2019

Year 2019  comes with  news of significant importance on the development of e-invoicing, both in Europe and Worldwide. Since Denmark established the requirement to electronically invoice public administrations back in 2005, the use of B2G (business to government) in electronic invoicing has been growing exponentially.

In 2008, electronic invoicing was incorporated by Sweden, in 2011 by Norway, in 2014 by Italy and Austria, and in 2015 by Spain. Currently, Portugal, Poland and Greece are in the process of establishing it and other countries in Europe will follow.

Electronic invoicing in Europe

This year, the 2014/55 /EU Directive of the European Parliament and the council of April 16, 2014 on electronic invoicing in public procurement comes into force. This Directive regulates everything related with electronic invoicing. Main outcome of the Directive is that European administrations must be able to receive electronic invoices using the European Standard, as of April 18, 2019.

The Directive refers to the importance of guaranteeing semantic interoperability and improving legal security through the use of electronic invoicing. This allows Member States, contracting authorities, contracting entities and economic operators to generate important benefits in terms of savings, environmental impact and reduction of administrative burden.

The European Committee for Standardization (CEN) was the body chosen for defining the European Norm on electronic invoicing semantic model, and the mapping to the two international XML syntaxes: UBL and  UN/CEFACT. 

The use of electronic invoicing in public procurement is becoming increasingly important and mandated in several countries. For example,  Portugal and Poland will introduce B2G electronic invoicing in their administrations this year. But not only that, it is also becoming supported in B2B environments: Italy is currently mandating the use of electronic invoicing also in B2B, and will be the first country in the European Union to make electronic invoicing compulsory for all companies as of January 1, 2019. Electronic invoice in Latin America

Even more deployed than in Europe, Latin America is still making steps forward and is mandating electronic invoicing in some of its countries. Colombia, Argentina and  Uruguay are just some of the countries that in 2019 will integrate electronic invoicing into their legislations.
