Peppol in numbers: a snapshot of a global network with 7.6 million businesses and B2Brouter’s role
Last updated: September 28, 2026
International e-invoicing is moving towards an increasingly interoperable, open and standardised model. At the heart of this evolution is Peppol, a network that enables businesses and public administrations to exchange invoices and other electronic documents regardless of the software they use or the country they operate in. Its figures show just how firmly this infrastructure has become established internationally.
Peppol in numbers: the consolidation of a global standard
Peppol (Pan-European Public Procurement Online), managed by OpenPeppol, was originally created to facilitate cross-border public procurement in Europe. Over time, it has evolved into an international infrastructure for exchanging structured documents such as invoices, orders, delivery notes and status messages.
Its growth reflects the expansion of e-invoicing beyond closed systems and bilateral connections between providers.
Key figures from the Peppol ecosystem
Data as of: 21 September 2026
Global Peppol network data
- 7.6+ million active participants registered worldwide.
- 115 countries with registered organisations capable of receiving documents.
B2Brouter data within the Peppol network
- 35,409 participants managed through B2Brouter’s Access Point.
- 59 countries with organisations or businesses connected through B2Brouter.
- B2Brouter ranks 2nd among Access Points in Spain by number of participants in the network.
- In Germany, B2Brouter ranks 5th among Access Points by number of participants.
Note: figures are based on an analysis of PEPPOL ID Lookup and publicly available network records. The number of participants may vary as new organisations join or leave the network.
Current overview: 7.6 million participants across 115 countries
With more than 7.6 million registered entities, Peppol has become one of the leading open infrastructures for exchanging B2B and B2G electronic documents.
Adoption is not evenly distributed. Markets that moved earlier towards mandatory e-invoicing account for a significant share of registrations:
- France represents around 52% of the total analysed, driven by the preparation of its business ecosystem for the e-invoicing and e-reporting reform.
- Belgium accounts for approximately 28%, supported by its experience in electronic public procurement and the expansion of B2B e-invoicing.
The remainder is distributed across more than one hundred markets, with a particularly significant presence in Germany, the Netherlands, Sweden, Norway, Italy and Spain, as well as Asia-Pacific countries such as Singapore and Japan.
B2Brouter in the Peppol network: 35,409 participants across 59 countries
To operate within Peppol, businesses connect through a certified Access Point. This Access Point is responsible for validating, routing and securely transmitting electronic documents to the recipient’s provider.
As of 21 September 2026, B2Brouter manages 35,409 active participants across 59 countries, combining a significant volume of organisations with a particularly diverse international presence.
Widest geographical reach among Access Points
Beyond the total number of participants, one of the most relevant findings of the analysis is their geographical distribution. According to the dataset used for this article, the 59 countries covered by B2Brouter represent the widest geographical reach identified among the Access Points analysed.
The main markets include:
- France: more than 25,000 organisations.
- Belgium: more than 5,200 participants.
- Spain, Germany, the Netherlands and Sweden: the next largest markets by volume, alongside organisations connected across other continents.
This distribution is particularly relevant for exporting companies, international groups and software developers that need connectivity across different markets without maintaining a separate integration for each country.
A leading position in Spain: second-largest provider by participants
In Spain, Peppol is used both for international transactions and for e-invoicing scenarios between businesses.
Among the participants classified in the analysis, B2Brouter has:
- 1,165 active participants.
- Approximately 17% of the total analysed in Spain.
- The second position among the identified providers by number of participants.
What is a Peppol ID? It is the identifier used to correctly route a document within the network. You can learn more about how it works in our guide to the Peppol identifier.
Consolidating a Top 5 position in Germany
Germany has a particularly demanding e-invoicing ecosystem, where Peppol coexists with standards and requirements such as XRechnung, ZUGFeRD and specific routing mechanisms such as the Leitweg-ID.
Within the dataset analysed, B2Brouter has 892 participants in Germany, accounting for approximately 6.9% of the classified total and placing it fifth by participant volume.
The technical perspective: the four-corner model and dynamic addressing
Peppol uses what is known as the four-corner model. Instead of creating a direct connection between every sender and recipient, both parties communicate through their respective Access Points.
| C1 · Sender Company / ERP |
→ | C2 · Sender Access Point B2Brouter |
→ | C3 · Receiver Access Point Customer’s provider |
→ | C4 · Receiver Customer / Public administration |
- C1 — Sender: generates the document from its ERP or invoicing software.
- C2 — Sender Access Point: validates and transmits the document through the network.
- C3 — Receiver Access Point: receives the transaction and delivers it to the recipient.
- C4 — Receiver: processes the document in its own system.
The key advantage is that the sender and receiver do not need to use the same provider. Each company can choose its own Access Point, while Peppol’s interoperability connects both ends.
Dynamic discovery: SML, SMP and Peppol Directory
To determine where each document should be sent, the network uses different discovery services:
- SML (Service Metadata Locator): identifies which metadata service manages the recipient.
- SMP (Service Metadata Publisher): publishes the recipient’s technical capabilities, including supported formats and document types.
- Peppol Directory: enables public searches for organisations registered within the network.
B2Brouter also provides its own directory, which helps identify routing information and the data required to exchange documents with customers and suppliers.
Developers and ERPs: B2Brouter’s API for invoicing across markets
For software developers, SaaS platforms and companies working with systems such as SAP, Microsoft Dynamics 365, Sage or Odoo, maintaining separate connectors for each country can quickly increase technical complexity.
A Peppol API makes it possible to use a single integration layer while relying on B2Brouter’s infrastructure to adapt each document to the appropriate channel and format.
The value of a technical abstraction layer
- Format conversion: B2Brouter can transform the information into the format required by the recipient, such as Peppol BIS, UBL, CII, Facturae or XRechnung.
- Automated routing: identifies the appropriate channel according to the recipient and the network being used.
- Traceability: makes it possible to send information about the status of exchanged invoices and documents back to the ERP.
- Sandbox: technical teams can validate their integrations before moving to production.
Developers can consult the B2Brouter technical documentation to learn more about the available integration options, test environments and use cases.
Towards a document standard without technical barriers
The figures analysed point to a clear trend: electronic document exchange is moving towards infrastructures capable of connecting businesses, public administrations and management systems through common, interoperable protocols.
The 7.6 million participants across 115 countries reflect the international scale Peppol has reached. Within this network, the 35,409 participants across 59 countries managed through B2Brouter’s Access Point demonstrate a particularly diverse international footprint.
For businesses, the goal should no longer be limited to complying with a local requirement. Instead, they should build an infrastructure capable of supporting their operations as new requirements and markets emerge.
