July 2026

Pilot electronic invoicing becomes mandatory for all B2B and B2G transactions under Phase 1.

January 1, 2027

Mandate goes live for large business entities.

  • Modern Decentralized CTC Framework

The UAE is utilizing a Decentralized Continuous Transaction Control and Exchange (DCTCE) model, allowing decentralized delivery with real-time tax validation.

  • The Peppol “5-Corner” Model

To facilitate compliant exchanges, invoices route from the Supplier (Corner 1) through a Sender ASP (Corner 2) and Receiver ASP (Corner 3) to the Buyer (Corner 4), while reporting tax metadata in real-time to the Federal Tax Authority (Corner 5).

  • Strict Provider Standards

Accredited Service Providers (ASPs) must meet strict regulations, including compliance with ISO 27001 and ISO 22301, and must provide a free tier for under 100 invoices/year.
